Terri M. Carbaugh, Law Corp., was established to meet the high demand for personalized legal services in Orange County, California. Tired of one-offs, Terri wanted to establish a concierge-style law practice where her clients could feel comfortable calling her for advice, regardless of the legal challenge. Terri M. Carbaugh
Founder & Principal Lawyer
Terri offers decades of experience working in and around the law. She is skilled in communications, public relations, and the analysis of complex legal and regulatory issues. Her attentiveness to detail and drive to win led her to serve as a top advisor to some of California's highest-ranking officials—including a governor, a first lady, several constitutional officers, and legislators. In these capacities, she provided policy guidance, managed public responses to legal and political events, drafted bills that became law, and facilitated smooth transitions for key political figures, including a California Attorney General. Upon receiving a governor’s appointment to serve on the California Unemployment Insurance Appeals Board, Terri adjudicated unemployment appeals and became steeped in the state’s administrative legal process. Her tenacity in her work makes her the ideal attorney-advocate for clients.
Alexander Carbaugh-Rutland
Legal Intern
Alex Carbaugh-Rutland is a 3L at Miami Law and a 5th-year PhD student in the Rosenstiel School for Marine, Atmospheric and Earth Sciences. He graduated from Oregon State University with a B.S. in Zoology and earned a M.Sc. in Marine Biology from Texas A&M University at Galveston. His PhD applies both scientific and legal research techniques to study Rice’s whale management in the Gulf of Mexico as a case study for federal wildlife conservation. Alex’s research is published in both scientific and legal journals, and, in 2025, he interned for Chief Magistrate Judge Jonathan Goodman of the Southern District of Florida.
